A UK business seller pays the headline rate plus 20% VAT on the fees themselves, so a 12.9% final value fee costs 15.48% once VAT is added. Private sellers are not charged VAT on fees.

A Below Standard seller pays 6 percentage points above the normal rate, and an INAD surcharge adds 4 points. Top Rated works the other way: 10% off the final value fee, applied to the FVF only.
A 3% international fee applies when the buyer is registered outside the UK. If eBay converts your payout to another currency, a 2.5% currency conversion charge applies on top.

The Final Value Fee (FVF) is a percentage of the total sale amount including shipping and any sales tax. The rate depends on the marketplace and category — most US categories sit at 13.6% on the first $7,500, while the UK is mostly a flat 12.9%. Our calculator applies the exact tier or threshold rate for the item you enter.
Sellers with high Item Not As Described return rates get a surcharge (5% in the US, 4% in the UK) on each transaction. Toggle INAD Very High in the calculator to see the impact. Important: Below Standard and INAD do not stack — if both apply, only Below Standard counts.
Top Rated Sellers get a 10% discount on the FVF only — other fees stay at full rate. Australia is the outlier at 20%, the highest of any marketplace.
eBay charges a fixed per-order fee on top of the FVF: $0.30 for US orders up to $10 and $0.40 above; £0.30 in the UK; €0.05 or €0.35 in EU markets depending on order size. US Athletic Shoes above $150 are the only category exempt.

The buyer pays it, not the seller. eBay UK applies it to listings from UK-registered private sellers, excluding Cars, Motorcycles & Vehicles, Classified Ads and Property. The charge is £0.10 per item plus 7% of the item price up to £20, 4% of the portion between £20 and £300, and 2% of the portion between £300 and £4,000; nothing is charged above £4,000. Buying several units from one listing charges the £0.10 only once. Business seller listings include Buyer Protection at no extra cost to the buyer, and listings from private sellers registered outside the UK are not charged either.

The UK Buyer Protection fee is charged to the buyer and is included in the price shown on the listing, including bids, so it does not reduce your payout. It is also why the fee does not appear on eBay's own seller fee pages. If the buyer is refunded in full the fee is refunded in full; a partial refund returns a proportional amount.
